When compared with the 15 other government contracted non-profit shelters in Virginia with similar admission policies, the R-H SPCA has the highest death rate and lowest live outcome rate.

These are shocking statistics. The Shenandoah Valley Spay/Neuter Clinic has submitted a proposal to the City and County to build a new shelter based on a life-saving model.

Our goal is to offer a shelter with a different philosophy than the R-H SPCA. Our decision to create a new shelter was made after numerous attempts to work with the R-H SPCA to adopt a progressive, life-saving shelter were rebuffed.

We owe it to the citizens of Harrisonburg/Rockingham County and the animals in our community, to provide a shelter whose steadfast purpose is to save lives. Our City and County should not support a shelter that has the highest death rate of government-contracted shelters in Virginia. Rather, our community should be supporting a shelter that moves toward being a life-saving exemplar within the state.

Many Virginia communities with similar demographics, animal intake numbers, and government funding have shifted to proactive, progressive methods for animal control. Harrisonburg and Rockingham County can and should be leaders in this area.


CFAW Mission
CFAW seeks to save and improve the lives of cats and dogs in the Shenandoah Valley. We will work to:

  • Promote legislation that protects cats and dogs
  • Prevent or reverse legislation harmful to cats or dogs
  • Endorse political candidates according to their support for cats and dogs
  • Ensure enforcement of appropriate animal laws and ordinances

CFAW's most important asset is your voice. By joining CFAW and furnishing your contact information, we build a voter bloc able to make a difference in our community. Voting for U.S. President may be a "one in a million", but having an organized voice locally is very powerful. Join us so we can have a loud voice for those who cannot speak for themselves.
